“第一步論壇”是世界福音派聯盟（WEA）的合作伙伴。“沙赫巴茲﹒巴蒂自由獎”設立于2011年，以紀念前巴基斯坦聯邦少數民族部部長、基督徒沙赫巴茲﹒巴蒂。沙赫巴茲﹒巴蒂因持續推動宗教自由和法制于2011年3月2日被暗殺。“沙赫巴茲﹒巴蒂自由獎”每年頒發給一人，以表彰此獲獎人在人權、自由、宗教方面的杰出貢獻和重要影響。
“第一步論壇”委托加拿大外交部前亞太司司長大衛﹒喬高（David Kilgour）向高智晟頒獎。旅居美國舊金山灣區的高智晟的妻子耿和代丈夫領獎。

如今香港特別行政區政府受中華人民共和國及中國共產党所控制，對香港人民的訴求視若無睹，不斷剝削人民之權利，不立利民之法，反而進一步剝奪人民之自由。香港特別行政區政府今日繞過立法會制定《禁蒙面法》，企圖繼續壓制人民集會之權，不理會香港絕大多數的人民之意愿。我等認為香港特別行政區政府已然失去人民之認可及授權，故今日我等宣布香港特別行政區政府失去其合法性，行政長官，各司、局長立即失去其職位所賦予之權。
香港臨時政府宣布：
一、 原有香港特別行政區政府各部門歸入香港臨時政府管理。
二、 原有香港特別行政區政府行政長官、各司長、各局長及副局長，各部門首長及副首長馬上离任及懸空職位，直至香港臨時政府委任。
三、 各部門馬上停止自二O一八年起所有由香港特別行政區政府所頒布之新政策，各級人員保留其職位，并維持各部門必要之日常運作，直至另行通知。
四、 香港臨時政府任期為五年或直至以全民提名及普選政府之体制及政府首長（以較短日期為准）。香港臨時政府必需在成立起計一年內籌備選舉，并于三年內完成選舉。
