All the powers of the government originate from the rights given by people. If the government violates the above principles, the people have the absolute power to overthrow and establish it.
Today, the Hong Kong Special Administrative Region government is controlled by the People's Republic of China and the Communist Party of China. It turns a blind eye to the demands of the Hong Kong people, continues to exploit the people's rights, fails to enact laws that benefit the people, and instead further deprives the people of their freedoms. The Hong Kong Special Administrative Region government bypassed the Legislative Council today to enact the "Prohibition on Masks Law" in an attempt to continue to suppress people's right to assembly and ignore the wishes of the vast majority of Hong Kong people. We believe that the Hong Kong Special Administrative Region Government has lost the recognition and authorization of the people, so today we declare that the Hong Kong Special Administrative Region Government has lost its legitimacy. The Chief Executive, departments and directors will immediately lose the powers conferred by their positions.
The Provisional Government of Hong Kong announced:
1. All departments of the original Hong Kong Special Administrative Region government will be placed under the management of the Hong Kong Provisional Government.
2. The original Chief Executive, Directors, Directors and Deputy Directors of the Hong Kong Special Administrative Region Government, as well as heads and deputy heads of departments will immediately leave their posts and their positions will remain vacant until the appointment of the Hong Kong Provisional Government.
3. All departments will immediately cease all new policies promulgated by the Hong Kong Special Administrative Region Government since 2018. Staff at all levels will retain their positions and maintain necessary daily operations of each department until further notice.
4. The term of the Hong Kong Provisional Government shall be five years or until the system and head of the government are nominated by the people and elected by universal suffrage (whichever is shorter). The Hong Kong Provisional Government must prepare for elections within one year from its establishment and complete the elections within three years.
5. The head of the Hong Kong Provisional Government and temporarily appointed officials of various departments shall, after their term of office ends, be prohibited from holding any official position or salaried decision-making personnel in the Hong Kong government and public institutions for life.
6. Various provisions of the "Hong Kong Laws" shall be temporarily retained until the Hong Kong Provisional Government promulgates new laws.
7. Dissolve the Hong Kong Legislative Council, hold an election for the Provisional Legislative Council within three months, and re-elect the Legislative Council within one year. There are 70 seats in the Provisional Legislative Council. Among them, there are 12 seats in the Hong Kong Island and Kowloon West constituencies, 10 seats in the Kowloon East constituencies, and 18 seats in the New Territories West and New Territories East constituencies.
