人类文明史本质上是意志史；推动人类社会大变革的直接动力，源自同大多数人愿望一致的明确而坚定的政治意志。从现在起的一个历史阶段中，民主大革命的政治意志必将逐步主导中国的命运，成为彻底否定中共极权专制统治，实现宪政民主，创建联邦中国的精神力量。
中共官僚集团用国家恐怖主义性质的暴力建立的一党专制的制度，完全否定「主权在民」的原则；中共暴政是一个剥夺了人民的政治选择权的警察国家。中共官僚集团对国家权力的垄断违背现代法的精神，因而在任何意义上都不具有合法性。中国现在的政治制度实质上是国家权力的中共官僚集团私有制。国家权力的私有制是非法的。
中共的全部历史证明，马克思列宁主义的极端极权专制主义构成中共根本的政治意志。在精神的意义上，中共是一个对中国人民实行政治奴役的外来政权。中共对中国半个世纪以上的统治就是中国沦为马克思列宁主义精神和文化殖民地的过程。中共官僚集团不过是马列主义对中国实施绝对精神统治的政治代理人。
中共的全部历史证明，中共官僚集团是中国历史上最彻底的卖国贼集团。为了中共极权专制的生存和安全，中共官僚集团不仅向外国割让大片国土，而且用国际条约的方式承认历史上俄国侵占中国广大领土的合法性。更不可饶恕的是，中共官僚集团背叛了文化的祖国。中共建政后的历史，既是中国沦为马列主义精神和文化殖民地的过程，也是中共官僚集团以马列主义的名义摧残中国传统文化精神的过程。
中共用政治暴力垄断国家权力以来的全部历史证明，中共官僚集团是国家恐怖主义性质的反人类罪的犯罪集团。现代中国所有的社会悲剧都是中共暴政的政治结果。中共官僚集团利用专制权力实施了屠杀人民罪、奴役人民罪、政治迫害罪、民族灭绝罪、文化灭绝罪、群体灭绝罪、掠夺社会和公民财富罪等一系列反人类罪行。数千万中国人在中共暴政制造的各种社会大悲剧丧失了生命。
中共的现状证明，中共官僚集团是由千万贪官污吏组成的权力腐败集团，是利用国家权力贪污纳贿、掠夺社会和人民财富的经济犯罪集团。中共主导的经济改革最后形成权贵资本市场经济体制。权贵资本市场经济是贪官污吏利用腐败权力，同奸商恶贾和御用文人结成同盟，以合法的名义掠夺社会和普通民众财富的经济机制。这种经济制度必然造成财富和权利极端的两极分化，造成普通民众相对或绝对贫穷，造成社会的极端不公正。
中共的现状证明，中共官僚集团是依靠暴力和谎言维护专制统治的黑手党。中共政治道德基础已经崩溃，中共官僚集团唯一的政治意图，就在于运用腐败权力攫取特权利益。为实现反人民、反社会的政治意图，中共官僚集团借诸军队、警察、特务实施黑手党式的统治，致使冤案丛生，冤民悲苦，社会正义荡然无存。
被冠以「中华人民共和国」之名的中共暴政，绝对不是像伪自由知识份子断言的那样属于「第二共和」。中共暴政本质上只是用专制摧残人权，用独裁毁灭共和的反人类罪犯集团的统治。将中共暴政同「共和」的概念联系在一起，既是侮辱了共和概念，也是对事实真相的根本歪曲。将中共暴政称为「第二共和」是伪自由知识份子为混淆专制与民主、独裁与共和之间原则界限的一个思想阴谋。
血写的历史和铁铸的事实证明，中共官僚集团是中国苦难的根源，是社会大悲剧的根源，是社会不公正的根源——中共官僚集团是万恶之源，是人民的公敌，只有彻底否定中共官僚集团的专制统治，中国才能摆脱马克思列宁主义精神和文化殖民地的命运，重建中国文化精神，实现中国人普遍自由、幸福的社会理想。
历史上的不同时期，中共内部都曾有仁人志士奋起反抗中共极权专制，呼唤自由与民主。这些仁人志士最终的悲剧境遇印证了他们的勇敢与高尚，也论证了中共官僚集团根本不可能实施导向自由民主的政治改良。通过当代民主大革命彻底否定中共暴政，这个极权专制的最后政治根据，已经成为人类进步的时代要求。
当代中国民主大革命的内涵可以表述如下：以人民维护基本人权，抗争暴政的活动为主体，联合中共党内、政府内、军队内追求自由民主的仁人志士，最终形成人民大起义和社会总体反抗的政治运动，运用现代人类理性和良知允许的一切方式，彻底否定中共官僚集团极权专制统治，为创建宪政民主的联邦中国，扫清政治障碍。
当代中国民主大革命的全部政治目标可以概括如下：驱除马列，重建中国；否定暴政，确立民权；实行法治，宪政民主；各族共和，创建联邦。
民主大革命的进程必然也同时是社会改造的过程。当代中国的社会改革应当遵循如下四项基本原则：
1．废止国家权力实际归中共官僚集团私有的政治制度，建立以主权在民原则和权力分立制衡原则为基础的宪政民主。
2．废止中共官僚集团以国家的名义垄断土地所有权的制度，即废止实质上的中共官僚集团土地私有制，通过公正、公平的土地分配过程，建立平等保障每一个中国公民土地所有权能力的制度。
3．废止中共暴政的以腐败权力为轴心，以权钱交易为基本特征的权贵市场经济体制，消灭财富和权利的极端两极分化的经济制度根源，建立以民事权利平等为基础的、体现公平竞争和人道原则的自由市场经济。
4．废止适合于中共官僚集团极权统治和对少数民族实施文化性种族灭绝的国家形态，建立以各民族和各地区共和原则为基础的联邦体制。
上列四项政治社会改造原则可以概括为民主革命四大政策，即还权于民，还地于民，还财于民，各族共和。
民主大革命的根本原因在于，中共官僚集团——这个背叛了中国文化精神的卖国贼集团，这个毁灭社会正义的贪官污吏集团，这个血案如山的反人类罪犯罪集团，这个用国家暴力欺压普通民众的黑手党集团——所必然造成的人权灾难、人民苦难和社会悲剧；不是别的，正是中共暴政的罪恶孕育了当代中国民主大革命。
一切遭受中共暴政虐杀、摧残、欺凌、践踏、污辱的人们，都是民主大革命的社会力量。被剥夺土地所有权能力、处于「贱民」地位的九亿农民，被剥夺了基本人权的当代奴工群体农民工，被剥夺了基本生存条件的国企下岗工人，从狗官造成的重重冤狱中涌现的数百万「访民」，被剥夺居住权和土地使用权的城市和农村的拆迁户，退伍即失业的转业军人，毕业即失业的大学生，饱受各级各类贪官污吏巧取豪夺的民营企业家和小工商业者，饱受军队官僚集团欺凌与压迫的普通士兵和基层军官，因表述追求政治民主的理念和社会正义的良知而受到迫害的中共党员，因中共体制内残酷的权力斗争而受到整肃并认识到中共暴政反人性本质的官员等来自社会各阶层的人们，共同构成民主大革命的社会基础。以创建自由中国为天职的革命党人，将成为民主大革命政治意志的象征，和民主大革命运动的中坚。
民主大革命的首要目标是彻底否定中共暴政，即彻底否定国家权力的中共官僚集团私有制，以及附属于这个政治制度的全部法律制度。民主大革命必将打击和惩罚的目标有如下两类：
1．实施屠杀人民罪、奴役人民罪、政治迫害罪、群体灭绝罪、酷刑罪、利用腐败权力攫取社会和普通民众财富罪、出卖国家利益罪等罪行的贪官污吏；其中持续实施犯罪并拒绝悔罪者，是民主大革命打击和惩罚的主要目标。
2．敢于利用国家恐怖主义性质的专制权力对抗和镇压民主大革命的贪官污吏；其中签发镇压命令者、直接指挥镇压者，以及镇压中负有血债者，是民主大革命打击和惩罚的首要目标。
断言民主大革命意味着暴民与暴力——这是中共暴政的思想走狗和伪自由知识份子对民主大革命的最恶毒的污蔑。
中共建政后半个世纪以上的历史早已告诉人们，中共极权专制的政权是国家恐怖主义性质的暴力的策源地；中共官僚集团掌控的国家暴力则是罪恶、恐怖和痛苦的策源地；否定中共暴政，剥夺中共官僚集团掌握国家暴力的能力，中国才能摆脱暴力的统治。民主大革命正是对中共暴政的彻底否定，因而也是国家恐怖主义性质的暴力的天敌。只有民主大革命才能够摧毁中共暴政，这个国家暴力的策源地，这个罪恶、恐怖和痛苦的策源地，为建立自由、民主、和平的社会扫清政治障碍。
在确认民主大革命是国家暴力的彻底否定者的同时，必须重申属于人民的下列天然正义的权利：
1．在中共暴政以国家恐怖主义性质的暴力为后盾，运用专制的立法权、行政权、司法权剥夺人民各项基本人权情况下，人民有权运用自己确定的方式，实施正当防卫，维护基本人权，反抗暴政。
2．在中共暴政直接运用军队、警察、监狱等国家暴力，镇压人民维护基本人权，抗争暴政的正义行动的情况下，人民拥有起义的权利，人民拥有通过起义彻底否定中共暴政的权利。
维护基本人类，反抗暴政；举行起义，反抗暴政暴力镇压，实施正当防卫；通过全民大起义，否定中共暴政——这三项被压迫者的政治权利天然正义，符合现代法的精神，是属于人民的合法的政治强制力。只有人民合法的政治强制力在理论和实践的意义上都得到历史的肯定，中共极权专制的国家暴力才会被历史否定。
在暴政前，放弃正当防卫的权利，放弃合法的政治强制力，人民就放弃了一切；维权抗暴就是人民实现合法政治强制力的社会运动。
中共官僚集团已经彻底丧失政治改良的政治意志和政治能力。在此情况下散布政治改良的幻想是对历史真相的背叛，其作用只表现为阻碍民主大革命政治意志的形成，延长中共暴政的存在。中共官僚集团把国家暴力发挥到极致，财富和权利的两极分化，以及社会不公正也发展到极致。在此情况下，呼吁顺从、和宽恕暴政，是对正义的背叛，其作用只表现为迟滞民主大革命的爆发，延长中国作为马克思列宁主义精神和文化殖民地的耻辱，延长中国人民的苦难。
我们，决意承担民主大革命神圣使命的人们，在此宣示：我们绝不顺从暴政的权柄，因为，顺从就意味着永远作极权专制的政治奴隶；我们绝不与暴政和解，因为，和解就意味着对中国曾经的苦难的背叛，对中国现实不公正的承认；我们绝不与暴政妥协，因为，自由与奴役之间没有妥协的可能；我们绝不宽恕暴政，因为，不是所有的罪恶都可以宽恕，中共暴政不可宽恕的反人类罪行已经取消它被宽恕的资格。
——绝不顺从、绝不和解、绝不妥协、绝不宽恕，直至中共官僚集团作为反人类罪的犯罪组织，接受历史性的正义审判。对中共暴政的审判将既是民主大革命胜利的标志，也会是中国恢复正义，民主建政的起点。
革命党人的唯一的政治理想，就在于彻底否定中共极权专制，创建宪政民主的联邦中国。革命党人绝不背叛自己的理想；革命党人绝不追求对国家权力的垄断；革命党人绝不谋求通过民主革命获得国家权力。革命党人的终极目标只限于建立以主权在民原则为灵魂的宪政民主政治和现代法治秩序，将人民的政治选择权还给人民。革命党人坚守这样的政治理念：任何人对国家权力的执掌，都必须置于人民的政治选择权之下，而人民的政治选择权又必须通过公开、公正、自由、定期的选举得到实际有效的体现。
没有人民的同意，就没有国家权力的执掌者；人民的政治选择权构成国家权力合法性的基础。「主权在民原则」是民主大革命意志最初和最后的政治原则，也是革命党人永不改变的政治信念。
以「主权在民原则」为基础的宪法和法律应当拥有最高国家权威。法律之上不再有权威，法律之下公民权利一律平等。宪法的主要职能在于确立公民自由权利，确立立法、行政、司法分立制衡的国家权力系统。「保障公民自由，严格制约国家权力」，构成法律的最高责任。宪政民主是民主大革命意志最初和最后的法律原则，也是革命党人永不改变的法治原则。
共和精神是处理各民族、各地区关系必须遵循的原则；联邦制恰是这种原则的国家结构体现。通过联邦制，既可以实现各民族、各地区独立决定自己命运的愿望，有效发挥各民族、各地区创造自己生活方式的能量，又能够实现各民族、各地区的共和，形成同外部世界竞争的强大合力，并避免民族和地区分离必然引发的族群、地区之间的激烈冲突。联邦共和是民主大革命意志最初和最后的国家结构原则，也是革命党人永不改变的国家理念。
主权在民、宪政民主与联邦共和，共同构成民主大革命民主建政的基本政治价值。
中国同胞们，历史已经太久地容忍了暴政；人民已经太久地承受了苦难；中国已经太久地纵容了罪恶；社会已经太久地丧失了正义。暴政必须否定，苦难必须结束，罪恶必须审判，正义必须重建。否定暴政，结束苦难，审判罪恶，重建正义——这是中国下一个历史进程的主题。当这个历史进程完成她崇高的使命之后，中国人将永远摆脱中共暴政的政治奴隶的地位，而成为自由人。
中国民主共和大革命意志的全部政治追求，可以概括为创建自由中国。中国革命党人誓为自由中国而同中共暴政决死战。无论需要经历多少艰难险阻，决战暴政的意志绝不改变。
中国同胞们，请坚信：暴政必败，自由必胜。

2015年10月17日，‘桂民海’ 在泰国芭提雅公寓被中共神秘特工绑架失踪，随后几名男子（中共特工）非法抄家、搜查其公寓。
2016年1月17日，中共媒体却声称桂民海主动向公安机关投案自首，欲加之罪是‘因醉驾案肇事逃逸’！
而桂民海没有在泰国的出境纪录，他无法回国“自首”，被绑架时候有监控作证！这明明就是被中共绑架至中国的。
众所周知，绑架是犯罪、是违犯国际法的行为。但是对于中共来说绑架这种勾当已经是轻车熟路了！不管是境内、境外、只要是对中共政权构成威胁的，中共会千方百计将人绑架回国进行威逼利诱加残害！
2017年在瑞典当局的努力营救下，获悉 桂民海 终于获释，瑞典方面得知桂民海 在中共拘押期间身患重病，得了肌萎缩性脊髓侧索硬化症（amyotrophic lateral sclerosis，简称ALS）的病，打算接回瑞典进行医治。但是桂民海女儿Angela一直未能与父亲桂民海取得联络，也不知道他身在何方，知道父亲桂民海一直都没有自由，获释是中共放出的假消息。其实是中共为了平息国际舆论玩的欲擒故纵的把戏！
2018年1月，桂民海 在前往北京的火车上遭内地中共便衣人员强行带走，陪同他前往的还有瑞典驻上海领事馆的两名外交官，列车快到北京时，便衣警察在火车上，把桂民海抓走。这群人大约有十个左右，他们穿着便衣上了火车，把桂民海从火车上强行带走。
笔者认为，桂民海从泰国被抓开始就凶多吉少了，因为中共既然能在境外绑架彭明、王炳章、姜野飞、能在境外杀人无形于李志绥、刘凯申、张宏宝····！这次焉能轻易放过抓到笼子里的桂民海？即使迫于国际舆论压力假装放掉你，其实每分每秒都在中共的监控掌握范围之内。
中共能让刘晓波定时死亡、能让彭明按时死亡、也一定能能让王炳章先生、高智晟先生、秦永敏、王全璋、和你桂民海、····等等反共人士们，按时患病、按点死亡！

在人类文明的进程中，推翻破旧之物以建更美好之物乃必然之事，此之为人类进化之本。如旧有之政府不为人民所立、不为人民所治、不为人民所享，则人民建立属民之政府，亦为必然之理。今香港特别行政区政府已然不为香港人民所立、所治、所享，故今日我等宣告成立香港临时政府。
“人人生而平等，上天赋予全人类某些不可剥夺之权，包含生命权，自由权、尊严权及追求幸福之权。”此乃我等一直所认同及不可践踏之真理及原则。人民为了不剥夺及不被剥夺，始建立法律及政府以保障自身及他人之权。政府一切之权力，乃源于人所赋予之权。政府如破坏以上原则，则人民有绝对之权力推翻及建立。
如今香港特别行政区政府受中华人民共和国及中国共产党所控制，对香港人民的诉求视若无睹，不断剥削人民之权利，不立利民之法，反而进一步剥夺人民之自由。香港特别行政区政府今日绕过立法会制定《禁蒙面法》，企图继续压制人民集会之权，不理会香港绝大多数的人民之意愿。我等认为香港特别行政区政府已然失去人民之认可及授权，故今日我等宣布香港特别行政区政府失去其合法性，行政长官，各司、局长立即失去其职位所赋予之权。
香港临时政府宣布：
一、 原有香港特别行政区政府各部门归入香港临时政府管理。
二、 原有香港特别行政区政府行政长官、各司长、各局长及副局长，各部门首长及副首长马上离任及悬空职位，直至香港临时政府委任。
三、 各部门马上停止自二O一八年起所有由香港特别行政区政府所颁布之新政策，各级人员保留其职位，并维持各部门必要之日常运作，直至另行通知。
四、 香港临时政府任期为五年或直至以全民提名及普选政府之体制及政府首长（以较短日期为准）。香港临时政府必需在成立起计一年内筹备选举，并于三年内完成选举。
五、 香港临时政府首长及各部门之临时委任官员，在其任期结束后，终身不可担任香港政府及公营机构之任何官职及受薪之决策人员。
六、 《香港法律》各条文暂予以保留，直至香港临时政府颁布新法律。
七、 解散香港立法会，并于三个月内进行选举临时立法会，一年内重新选举立法会。临时立法会议员席位为七十席。其中香港岛、九龙西选区十二席，九龙东十席，新界西、新界东选区十八席。
