关于建立习近平及其以下《中共狗官罪行档案》的公告（二零二一第五号）

兹决定逐步建立并完善习近平及其以下中共千万狗官的罪行档案；定名《中共狗官罪行档案》。
建立上述档案，是中国人民的共同责任。因此，特向中国国内民众征集中共各级各类狗官的犯罪信息和个人资料。举凡中共狗官的屠杀人民罪、群体灭绝罪、文化性种族灭绝罪、政治迫害罪、司法迫害罪、践踏民权罪、酷刑罪、贪污受贿罪等等，都属于信息征集的范围。
相关信息可以发到editor@fireofliberty.info信箱；也可以采用更安全有效的方法传达。
待《中共狗官罪行档案》的建立形成一定规模后，我们将依据各中共狗官罪行的严重程度，给予罪行公开曝光、个人警告等各种不同方式的处置。对于其中犯下各种反人类重罪的狗官，我们将交由中国国内武装反抗中共暴政的革命党组织和团队，以及中国自由军蝙蝠侠战队，予以严惩。

【看中国2022年4月28日讯】 （看中国记者李静汝采访报道）据悉，美国副国务卿舍曼（Wendy Sherman）近日与欧盟委员会主席商定，敦促中国不要试图帮助莫斯科规避制裁。那么，西方仍然指望中共参与制裁俄罗斯说明了什么？本台记者就此采访了旅居澳洲的著名法学家、时政评论家袁红冰教授。
西方对中共报幻想？
据海外媒体报道，就俄乌战争，美国和欧盟仍然希望中共与西方站在一起，制裁俄罗斯。袁红冰对此表示：“现在中共在国际政治、经济、军事、后勤和国际的舆论战的各个领域，对俄罗斯实行公开的，或者只做不说的支持，已经是司马昭之心，路人皆知。就是中共支持俄罗斯，已经是一个基本的事实。可是在这样的一个状态之下，我们看到美国总统拜登执政的白左政客团队，和欧洲各国的白左政客们，仍然幻想通过各种方式，促使中共暴政对俄罗斯进行制裁、进行公开的谴责。至少想要中共暴政不去支持俄罗斯，所有的这些幻想都是不切实际的。
这就产生了一个问题，美国的拜登总统和欧洲各国的政客领袖们，为什么会有这种幻想？他们根本就不知道习近平人生的政治战略安排内容是什么。”
习近平的政治战略目标
袁红冰披露了来自中共党内消息人士传出的信息。“根据中共党内的良知人士，特别是根据中共体制内北大的一些校友透露出来的信息，习近平在担任国家副主席之后，也就是问鼎中共的最高权力已经不成问题之后，他就确立了一个人生的政治战略安排，叫做‘一个中心、两个基本战略。’
就是在前苏联崩溃、瓦解之后，中共暴政的领导人，就成为共产国际运动的领袖。因此习近平成为中共的总书记之后，他认为他具有当国际共产主义领袖的天命。他的‘一个中心，’那就是要全力的推进、实现共产极权主义全球扩张的战略，以实现当年马克思、恩格斯在共产党宣言中所宣称的，共产主义运动最后要获得整个世界的所有权。这就是他的‘一个中心。’
‘两个基本战略。’第一个基本战略就是通过征服自由的台湾，从而迈出共产极权主义全球扩张的关键的一步。习近平相信只要征服了自由台湾，作为美国在亚太地区战略存在支点的美日同盟，就会逐渐、迅速的瓦解。而美国会因此退出大东亚地区，龟缩回北美，沦为一个二流国家，交出确立国际秩序的权利。这是习近平要通过共产极权主义全球扩张，达到的第一个基本战略。
在使美国沦为二流国家、在取代美国成为国际法的立法者之后，习近平要实行他的第二步的基本战略，那就是通过政治、经济、军事、外交全面的压力，迫使俄罗斯退回到乌拉尔山以西，使俄罗斯沦为一个东欧国家。这就是习近平的两步战略。他现在正处于实施第一个基本战略的前夜。
所以在这种情况下，你怎么能指望习近平去反对俄罗斯呢？他要把俄罗斯当作他下一步发动台海作战的时候的能源和粮食的战略后备战略来源。一旦形成了这样一种关系，中共暴政就不再恐惧台海作战爆发之后，美国和印度等国家切断它在印度洋上的能源运输权。
当然，习近平也不会在乎俄罗斯在这次乌克兰事变中受到极大的削弱。因为俄罗斯的国力越软弱，它会越倾向于把自己的命运和中共暴政捆绑在一起。俄罗斯作为中共暴政发动台海作战能源的战略基地，也就越有把握。”
习近平曾感叹：苏联解体时无一男儿
袁红冰表示，所以说，中共习近平现在支持俄罗斯，目的是利用俄罗斯来达到中共的最终目的。“普京当然也是很清楚习近平对他的态度。大家都记得，习近平对于前苏联崩溃曾经发出过一句感叹：整个苏联没有一个是男儿。他所说的这没有一个是男儿的意思指的就是，在前苏联崩溃的过程中，没有一个苏联共产党员，或者前苏联的官员，愿意为前苏联的崩溃殉葬。他所指没有任何一个人是男儿中，当然也包括普京。普京当然清楚这一点，但是目前在整个美国的白左和欧洲的白左政客，对俄罗斯没有采取绥靖主义的怀柔政策，而是采取全面压迫的政策之下，普京只能把自己的命运暂时和中共暴政捆绑在一起。”
西方左派对习近平政治意志一无所知
袁红冰进一步分析指出：“现在可以说，整个美欧的白左政客，他们对于习近平还处于一种幻想之中。有的人甚至以为通过所谓经济制裁的威胁，可以迫使习近平去切断和俄罗斯的联系，放弃对俄罗斯的支持。美国总统拜登前几天甚至讲，习近平会意识到跟西方的经济联系比支持俄罗斯更重要。所有的这些说法都表明了美国和欧洲的白左政客，在习近平的政治意志上的无知。
美国和欧洲的白左政客在川普(特朗普)主义崛起之前，对中共暴政实行了几十年的姑息养奸的绥靖主义政策，使中共暴政成长为世界第二大的经济体。所以中共暴政在今天，它不会去在乎美国或者欧洲所发出的经济制裁的威胁。习近平将按照他的人生政治战略安排，决定中国的国家政策。”
中共暴政才是当前人类最大威胁
就目前美国、欧洲的全球战略中心应该怎样转向？袁红冰对此认为：“我们曾经讲过，美国和欧洲现在应该采取的一个基本战略就是，对俄罗斯采取绥靖主义的政策。而对中共暴政实行全面封锁、全面围堵的战略。因为前苏联崩溃之后，整个国际政治的中心就立刻由欧洲转移到了亚太地区，中共暴政就成为共产国际运动的主要的策源地主国。
可是美国和欧洲的白左政客们，显然没有意识到这种国际政治重心已经改变的时代趋势，他们仍然对俄罗斯施加越来越大的压力。其实，对人类自由民主的生活方式致命的威胁，就来自中共暴政、共产极权主义全球扩张的战略。所以美国和欧洲的执政团队能不能够及时的认清这样的一个时代趋势，并相应地改变自己的国家战略，这是我们需要观察的。”
西方提供乌克兰武器只是延长战争时间
据报道，目前俄罗斯入侵乌克兰的军事行动已经有两个月，世界各国的民众都希望战争尽快结束，而拜登最近又宣布再向乌克兰提供八亿美元的重型武器。袁红冰对此表示：“美国和欧洲对乌克兰的各种援助，只能延长这次乌克兰事变，而不能够改变乌克兰事变的一个基本力量对比，那就是世界上拥有最大核武库的俄罗斯，对乌克兰具有绝对的军事和经济的优势。因此如果美国和北约不直接派兵进入乌克兰，乌克兰的失败只是一个时间的问题。
时间漫长，这是一种感觉。我还是认为，由于美国和北约之前就明确的宣布他们不会派军队进入乌克兰作战。这就决定了这次乌克兰事件只能是一次茶壶里的风暴。当然这个茶壶足够的大，茶壶里装的是乌克兰人民的血泪。
同时也由于俄罗斯现在的经济体量极其弱小，俄罗斯的经济体量，国民生产总值只相当于中国的一个广东省。因此俄罗斯也不可能对整个人类、对整个国际社会造成根本性的危害，它没有这个能力。它的侵略意志受到了它自己的衰弱国力的限制。所以在这种情况下，这次乌克兰事件，在一个不久的将来就会结束。俄罗斯将实现它强化和扩大对乌克兰东部地区控制的这种战略设想。”

It is hereby decided to gradually establish and improve the crime files of Xi Jinping and tens of millions of CCP officials below him; it will be named "Crimes Files of CCP Dog Officials".
The establishment of the above-mentioned archives is the joint responsibility of the Chinese people. Therefore, the criminal information and personal data of various dog officials at all levels of the Communist Party of China are specially collected from the Chinese people. All the crimes of massacre, genocide, cultural genocide, political persecution, judicial persecution, trampling on civil rights, torture, corruption and bribery, etc. committed by the CCP’s dog officials all fall within the scope of information collection.
Relevant information can be sent to editor@fireofliberty.info; it can also be conveyed in a more secure and effective way.
