1月24日是世界聲援受迫害律師的日子，今年的這一天，在Ingolstadt奧迪汽車總廠的電影院，播出一部中國維權律師高智晟被迫害的紀錄片the story of Gao Zhisheng，片長七十分鐘，並邀請法輪功受害者的兒子Lebin Ding，來到現場闡述法輪功學員被迫害的現狀。
這天星期四的晚上，原本不敢期待有什麼人的主辦單位，很高興地看到奧迪汽車總廠的電影院幾乎坐滿人，代表德國社會對中國人權的問題的關注毫不冷漠。國際社會維護人權理事長Körper先生簡單介紹過此片後，即開始播放。
專制中國與白色恐怖時期台灣如出一轍
播放此片時，螢幕上播出高律師被刑求方法與手段，讓我感到非常熟悉，因為影片中描述到的那些恐怖情景，與我親叔叔劉辰旦先生當年在台灣白色恐怖時期坐黑牢時，被刑求的方式幾乎是如出一轍，長時間用大燈照照射，嚴刑拷打之外，坐在冰塊上用電風吹，把人倒吊起來灌水，逼人數日不得入睡，殘虐人的性器官，或用至親的生命安全威脅逼寫悔過書..。
影片中提到高先生因刑求曾嚐試自殺不成，而我叔父也是。叔父出來時身上內臟器官與小腿仍嚴重受損害，持續無法康復。片中的高先生描述的是他人生片段的紀錄。當影片結束後，我趕緊問了前座特別來賓法輪功受害者兒子Ding先生，高律師目前現在的狀況。他說自2017年八月以後就下落不明了！聽完之後，我的心為之一震而深深地沈落。最後主持人說，高先生的失蹤至今，生死成謎，一部沒有答案的真實影片，結局有如黑洞，讓人難過不已。
中國人需要人權嗎
此片播畢整場的德國觀眾都靜默不語許久，因為大家對中國政府的迫害實在無言以對。高智晟是2001年得到全中國最佳律師的人之一，他的專業與優秀自不可言喻。一位具有良心的維權律師，秉持專業良知為受政治迫害的練法輪功者辯護，有何錯？一個政府把有良知的維權律師毫無忌憚地打入黑牢，刑求、軟禁，並迫害其至親家人，最後把他本人失蹤至今，毫無反思，這個國家能讓人期待嗎？
會場最後的討論非常熱烈，因為大家想要幫中國人民找出路，覺得中國經濟變強大以後卻轉成空中巨大惡靈，人民還有可能獲得人權與自由嗎？討論中有人提出，中國人是在不同於西方社會的思維與文化中成長，很多中國人只要有錢花，經濟穩定，對於人權有否，許多中國人完全不在乎。德國人關注的人權，對中國人來說一點也不重要。中國需要改變嗎？又如何改變？在習近平所說的中國特色的「民主」制度中，似乎也說服了許多中國人。因為在中國是封鎖的社會，有房子住，有錢消費似乎對中國人而言就夠滿足了。這是會場大家無奈的看法。
而在德國我所接觸到的許多中國人中，許多人內心是真的不相信中國人民的素質，他們認為中國人素質低，根本不可能選出明君，他們認為真正的民主制度的社會並不適合中國人。這是所謂無能、無膽的中國士大夫的看法，但這也是在中國社會要生存下去必須閹割自己的自我毀謗，看看高先生的良知與專制對抗的結果，只能說中國民主要站起來，中國人要先相信自己人民才行。
台灣是中國民主化的前導燈
在影片播映會後，我不禁站起來談台灣經驗。我告訴在場各位，我有個坐過黑牢的叔叔，也曾遭受過如片中的酷刑，台灣的民主也是經過非常艱辛的路走出來的。但是台灣走出來了，台灣一樣受中國文化的影響，也被專制統治過，而今是個真正的民主社會。現今中國學生到海外以及台灣去留學與交流，就是對中國學生強烈的思考刺激，對他們年輕一代一定會起作用。人都會比較，他們一定會感受到台灣可以擁有選舉的民主，可以言所欲言的言論自由可貴，這對到海外的中國留學生來說都是寶貴的經驗。
或許他們回中國不說，但他們一定都知道自由是什麼狀態。我希望台灣可以永遠保有民主，可以做中國人追求民主的前導燈，而不要被中國給吞併掉。在一片悲觀的討論中，我的現身說法，似乎給大家對中國人追求民主與否，提供了更多的想像空間。

中国著名人权律师高智晟获总部设于芬兰首都赫尔辛基的人权机构“第一步论坛”（FIRST STEP FORUM）授予“沙赫巴兹·巴蒂自由奖”（Shahbaz Bhatti Freedom Award）。颁奖仪式8月24日在美国旧金山湾区举行。
“第一步论坛”是世界福音派联盟（WEA）的合作伙伴。“沙赫巴兹·巴蒂自由奖”设立于2011年，以纪念前巴基斯坦联邦少数民族部部长、基督徒沙赫巴兹·巴蒂。沙赫巴兹·巴蒂因持续推动宗教自由和法制于2011年3月2日被暗杀。“沙赫巴兹·巴蒂自由奖”每年颁发给一人，以表彰此获奖人在人权、自由、宗教方面的杰出贡献和重要影响。
“第一步论坛”委托加拿大外交部前亚太司司长大卫·乔高（David Kilgour）向高智晟颁奖。旅居美国旧金山湾区的高智晟的妻子耿和代丈夫领奖。
大卫·乔高在颁奖仪式上致辞说：〝高智晟为法轮功辩护，也为基督徒辩护，他多年为弱势群体发声，他是世界的英雄。高智晟是我最尊敬的人之一，我把他叫作中国的甘地或曼德拉。做为中国最知名的人权律师，高智晟获得这个奖当之无愧。高智晟律师从去年8月份失踪到今天，已经379天了，我们没有他的任何消息。我们希望高智晟平安。”
耿和在颁奖仪式上说：“‘第一步论坛’给高智晟颁这个‘自由奖’有非常大的意义，是对中国坚持抗争的人权勇士的鼓励，我非常感动。我是个基督徒，我祷告不是为我自己，而是为了国内受迫害的人们，是为了中国的改变而祷告。我希望在座的朋友们能加入这个行列中，为中国的改变尽我们的一份力量。”
加州第17选区国会议员罗康纳（Ro Khana ）派代表出席了颁奖仪式，并向高智晟律师颁发褒奖状。

“人人生而平等，上天赋予全人类某些不可剥夺之权，包含生命权，自由权、尊严权及追求幸福之权。”此乃我等一直所认同及不可践踏之真理及原则。人民为了不剥夺及不被剥夺，始建立法律及政府以保障自身及他人之权。政府一切之权力，乃源于人所赋予之权。政府如破坏以上原则，则人民有绝对之权力推翻及建立。
如今香港特别行政区政府受中华人民共和国及中国共产党所控制，对香港人民的诉求视若无睹，不断剥削人民之权利，不立利民之法，反而进一步剥夺人民之自由。香港特别行政区政府今日绕过立法会制定《禁蒙面法》，企图继续压制人民集会之权，不理会香港绝大多数的人民之意愿。我等认为香港特别行政区政府已然失去人民之认可及授权，故今日我等宣布香港特别行政区政府失去其合法性，行政长官，各司、局长立即失去其职位所赋予之权。
香港临时政府宣布：
一、 原有香港特别行政区政府各部门归入香港临时政府管理。
二、 原有香港特别行政区政府行政长官、各司长、各局长及副局长，各部门首长及副首长马上离任及悬空职位，直至香港临时政府委任。
三、 各部门马上停止自二O一八年起所有由香港特别行政区政府所颁布之新政策，各级人员保留其职位，并维持各部门必要之日常运作，直至另行通知。
四、 香港临时政府任期为五年或直至以全民提名及普选政府之体制及政府首长（以较短日期为准）。香港临时政府必需在成立起计一年内筹备选举，并于三年内完成选举。
五、 香港临时政府首长及各部门之临时委任官员，在其任期结束后，终身不可担任香港政府及公营机构之任何官职及受薪之决策人员。
六、 《香港法律》各条文暂予以保留，直至香港临时政府颁布新法律。
七、 解散香港立法会，并于三个月内进行选举临时立法会，一年内重新选举立法会。临时立法会议员席位为七十席。其中香港岛、九龙西选区十二席，九龙东十席，新界西、新界东选区十八席。

Gao Zhisheng, a famous Chinese human rights lawyer, was awarded the Shahbaz Bhatti Freedom Award by the FIRST STEP FORUM, a human rights organization headquartered in Helsinki, Finland. The award ceremony was held on August 24 in the San Francisco Bay Area.
The First Step Forum is a partner of the World Evangelical Alliance (WEA). The Shahbaz Bhatti Freedom Award was established in 2011 in memory of former Pakistani Union Minister for Minorities, Christian Shahbaz Bhatti. Shahbaz Bhatti was assassinated on March 2, 2011 for his continued push for religious freedom and the rule of law. The Shahbaz Bhatti Freedom Prize is awarded to one person each year in recognition of the recipient's outstanding contribution and significant impact on human rights, freedom, and religion.
