[Look at China, February 25, 2022] (See Chinese reporter Cheng Wen compile/comprehensive report) Due to criticism of alleged racism, the U.S. Department of Justice announced on February 23 (Wednesday) that it had officially abandoned the era of former President Trump. Launched the "China Initiative" (China Initiative) program, which aims to combat the CCP's economic espionage against the United States, such as the CCP's use of the "Thousand Talents Program" to steal intellectual property and technological innovation from the United States.
Assistant Attorney General for National Security Matthew B. Matthew Olsen announced on Wednesday (23rd) his decision to abandon the "China Initiative" and at the same time decided to raise the standard for prosecuting university professors.

Olson said the Justice Department would also "relentlessly defend our country from China" but would no longer group its investigations and prosecutions under the "China Initiative" label.

The "China Initiative" was planned in 2018 in the Trump administration's then-Attorney General Jeff. Founded under the leadership of Jeff Sessions, it aims to stop the Chinese Communist Party from stealing American intellectual property and conducting economic espionage on American industry and research.

The left in the United States has long complained that the Trump administration's plan has weakened U.S.-China academic cooperation and fostered anti-Asian prejudice. After the Biden administration came to power in January 2021, it began to conduct a procedural review of the plan. During the review, it also rejected many criminal cases brought by the Trump administration against American academic researchers working for the CCP.

Olson told the media before the decision was announced on Wednesday that he believed the initiative was motivated by genuine national security concerns and that he did not believe investigators would target college professors on the basis of race, but he also said he must listen to him. respond to concerns received, including from Asian Americans.

"I believe we need a broader approach, one that looks at all of these threats and uses all of our power to counter them," he said.

A notable person who has already resulted in a conviction under the China Initiative program is Charles A. Lieber, who was convicted in December of concealing his income in China and lying to federal investigators. Lieber is a true white American.

But the hunt for other Chinese-American professors, including those accused of hiding their participation in China's Thousand Talents Program when applying for U.S. federal research grants, has hit a roadblock of racism. A number of such cases were dismissed last year, either by the Justice Department or by judges.

In January, the Justice Department dropped charges against Gang Chen, a Chinese-American MIT professor and a U.S. leader in nanothermoelectric materials and fluidics, who was charged in the final days of the Trump administration. Prosecutors concluded that they could no longer bear the burden of proof after they received information from the DOE that Gang Chen was not required to disclose certain information on his forms and dropped the case.

Last September, a federal judge threw out all charges against Anming Hu, an associate professor at the University of Tennessee, an expert in high-temperature brazing of nanomaterials, who was accused of concealing his knowledge of the matter while accepting a research grant from NASA. Partnerships with Chinese Universities. After Anming Hu was acquitted by a judge, the University of Tennessee also reinstated him.

Olson said the Justice Department would continue to hear other pending cases against U.S. academics and researchers, and indicated that those indictments would not necessarily be dropped again.

Federal prosecutors are still expected to bring cases of fraud charges against the researchers involved when there is evidence of malicious intent, serious fraud and ties to the U.S. economy and national security. In these cases, prosecutors may choose civil or administrative solutions over criminal charges, Olson said.

FBI Director Christopher. Ray (Christopher Wray) said in a speech last month that threats from China (the CCP) are "more brazen" than ever before, and the FBI opens a new case every 12 hours or so to counter the CCP's threats. intelligence operations.

Olson said he agreed with Chief Ray. "I'm not going to give up any tools here. I see no reason to back down from this threat, and we're not going to back down from this threat," he said.

[The Epoch Times, February 24, 2022] (Epoch Times reporter Li Xin'an interviewed and reported) At 5:30 am on February 24, Putin delivered a special televised speech, announcing that Russia would launch a "special military operation" in Ukraine.

Further military action began after Putin signed a decree officially recognizing the independence of two separatist regions in eastern Ukraine.

CNN reported that according to a video released by the Ukrainian border guards, Russian military vehicles have entered Ukraine through Crimea. Agence France-Presse reported that the Ukrainian border guards said that Russian troops had entered the Kyiv region of Ukraine. Currently, the situation is still escalating.

Rivalry between Russia and the West intensifies
Hu Ping, honorary editor-in-chief of "Beijing Spring" magazine, said in an interview with The Epoch Times a few days ago that the whole incident in Ukraine and the fact that Russia sent troops to it is not a good thing overall. Because on the one hand, he has intensified the confrontation between Russia and the United States, and the West; on the other hand, this confrontation will make Russia fall more towards the CCP, such an effect.

Hu Ping believes that both parties in this dispute have their own reasons.

For example, Crimea originally belonged to Russia in the era of the Romanov dynasty before the Soviet Union. It was not until 1954 that the Soviet Union passed a resolution to Ukraine. Later, when the Soviet Union disintegrated, Russia did not recognize the resolution in 1954 and wanted to return; Of course, the perspective is not relevant, and other countries are unwilling to change the fait accompli, so it becomes a dispute. The two eastern regions are the same, for various reasons there is a large number of Russians.

He introduced that as early as 2015, the two places in Udon separated from Ukraine through a referendum and declared independence, but they were not recognized by the international community, including Russia. At that time, Russia and some European countries reached the so-called "Minsk Agreement", which was tantamount to freezing the status quo there.

"Of course Putin has taken a big step forward. Once he recognizes the independence of these two regions, he can send troops there in the name of peacekeeping. Although Western countries think that he is invading, they can only resort to economic sanctions without It is easy to fight, and this step is of course a gain for Russia. The price is that it will be subject to economic sanctions from the West.” He believes that if Putin takes further actions, it will lead to more sanctions and even military intervention by Western countries.

Sino-Russian relations are like cat and mouse
During the 2022 Beijing Winter Olympics, Putin visited Beijing, and then the two sides issued the "Sino-Russian Joint Statement." The founder of the Kazakh human rights organization Selke firmly believes that Putin's participation in the Beijing Winter Olympics is just a joke.

"Xi Jinping spent so much money just to show off to the world and prove its legitimacy. If he attacked Ukraine at that time, who would watch the Beijing Olympics? Putin waited until the end of the Olympics before he started the war. In 2008 Beijing opened the Olympics in August, and Russia attacked Georgia, exactly like that."

Selkejian said that this approach between the CCP and Russia is a game of cat and mouse. For example, in 2014, Putin signed the first and second phases of the 500 billion China-Russia East-Route Pipeline. Many Russian media called this a world-wide order and a world-wide agreement. However, after the contract was signed, the CCP kept making excuses to postpone it, without actual action. And Putin is overbearing and domineering, and he changed his mind after signing the contract.

In terms of the relationship between the CCP and Russia, Selke insists that the West should have a policy of alienating them. He said that he appreciates President Trump’s policies. Trump knows that Russia has no political and economic capabilities other than weapons, so he has always maintained a good relationship with Russia, preventing Russia from getting close to the CCP, and isolating the CCP in this way. .

"As a result, Trump's policies did not continue. Now these incompetent politicians in the West have connived at the CCP and Putin. They can do whatever they want in these two countries, and the whole world is dumbfounded." He said.

The United States must free up its hands to deal with the CCP
Hu Ping recalled that when Trump was just elected president of the United States, many Westerners suggested that the United States should counter Nixon’s China card, that is, unite with Russia to fight against the CCP. He said he was in favor of the idea, but thought it would be difficult to do. Back then Nixon was able to unite China to resist the Soviet Union because China and the Soviet Union had turned against each other; now, although China and Russia seem to agree and disagree, they have not broken up, so the United States cannot intervene.

He pointed out that China and Russia are using each other, and Russia knows that the United States cannot go all out to deal with it, thinking about the CCP. "Putin knows that China (the CCP) and the United States are eyeing each other. At this time, when he makes such a move, no one can react too strongly, and he will succeed."

"Although the United States realizes that the CCP is the number one opponent, it has direct geopolitical conflicts with Russia in Europe and the Middle East. Its conflicts with the CCP are big explosives, such as the Taiwan issue, the Diaoyutai issue, and the South China Sea issue, but it has not ignited. The fire in the Middle East has been burning forever."

As a pro-democracy activist, Hu Ping believes that the United States should not overreact when dealing with the Russian issue. He warned that the United States has been too deeply involved in counter-terrorism, the Iraq war has consumed too much national power, and it has given the CCP a 20-year period of so-called peaceful development opportunities.

"From this perspective, we actually don't want the United States and the West to adopt a particularly tough attitude towards Russia. If you get too stiff with Russia, you must let the CCP go. Now you and Russia should not get too stiff. You still have free hands to deal with the CCP,” he said.
